Development and maintenance of the Sierra Vista Veterans Memorial Improvement (SVVMI) will occur in three phases:

· Phase One – Develop and Construct the Veterans Trail at the Sierra Vista Veterans Memorial Park

The development and construction of the SVVMI will be undertaken by the Sierra Vista Veterans Memorial Improvement Foundation (SVVMIF). The SVVMIF will undertake the planning, advocacy, funding, and implementation of the design plans during all phases of the project.
